Why Switzerland's Customs Rules Are Different from the EU
Before shipping a pallet to Switzerland, it helps to understand one thing clearly: Switzerland is surrounded by EU countries but is not in the EU Customs Union. This has direct practical consequences for anyone shipping from the USA.

Every pallet from the USA entering Switzerland is a separate import declaration. Even if your pallet is transiting through EU territory (for example, via Frankfurt or Amsterdam) on its way to Zurich or Geneva, the Swiss customs entry happens at the Swiss border, not the EU entry point.

Shipping a Donation Pallet from the USA to Switzerland

The exception for certain registered organisations: some international organisations headquartered in Switzerland — particularly UN agencies and other intergovernmental organisations based in Geneva — have special customs privileges that allow them to import goods duty-free and tax-free. Provide an accurate, itemised packing list. Swiss customs requires a clear description of every item, its quantity, and its estimated market value. Vague descriptions like “donated clothing” or “assorted household items” will cause delays. Be specific: “used men’s cotton shirts x 20, estimated value CHF 2 each.”
Use realistic values. Do not declare donated goods at zero value. Swiss customs will apply its own assessment if no value is declared, which typically results in a higher taxable value than the actual market value of used items.
Include a donation letter. A signed letter on official letterhead from your US organisation, identifying the recipient organisation in Switzerland, describing the contents, and confirming that the goods are a genuine donation, helps Swiss customs process the shipment correctly.

How an ATA Carnet works for Switzerland
The ATA Carnet is issued in the USA by the US Council for International Business (USCIB) at uscib.org. It must be obtained before your pallet leaves the USA.
When your pallet departs the USA, US customs endorses the Carnet at departure.
When the pallet arrives in Switzerland, Swiss customs (BAZG) endorses it at the Swiss border.
All goods listed on the Carnet must be physically re-exported from Switzerland before the Carnet’s expiry date (up to 12 months from issue).
Important rules for Swiss ATA Carnets
Consumable items — brochures, promotional giveaways, food samples, stationery — cannot be listed on an ATA Carnet because they will not be re-exported. Ship these separately on a standard commercial invoice.
