ATA Carnet for Tradeshow Pallets to New Zealand
New Zealand accepts ATA Carnets for commercial samples, exhibition materials, and professional equipment. If your tradeshow booth, display equipment, and product samples will return to the USA after the event, an ATA Carnet allows temporary import without paying New Zealand GST (15%) or customs duty on the shipment.
The ATA Carnet is issued in the USA by the US Council for International Business (USCIB) at uscib.org. It must be obtained before your pallet leaves the USA. At departure, US customs endorses the Carnet. On arrival in New Zealand, NZ Customs endorses it at the border. All items listed on the Carnet must be physically exported from New Zealand before the Carnet expires — up to 12 months from issue.
Two important points specific to New Zealand: First, the ATA Carnet exempts goods from customs duty and GST, but it does not exempt them from MPI biosecurity inspection. Your pallet will still go through MPI clearance on arrival, and any goods that raise biosecurity concerns may be detained regardless of their Carnet status. Factor MPI clearance time into your event schedule. Second, consumable items — brochures, giveaways, food samples — cannot be listed on an ATA Carnet because they will not be re-exported. Ship these separately on a standard commercial invoice.
