Shipping a Donation Pallet from the USA to Hong Kong: Customs Rules

Hong Kong’s free port status applies to donated goods just as it applies to commercial goods — there is no import tariff or GST on donated items entering Hong Kong. This makes Hong Kong a significantly easier destination for charitable shipments than the EU, Japan, or Australia, where duties and taxes can apply even to donations.

What this means in practice: a pallet of donated clothing, household items, books, school supplies, or non-perishable food shipped from the USA to a registered Hong Kong charity will not incur import duty or GST charges for the recipient organisation. The recipient still needs to handle an import declaration, but the tax cost itself is zero for most donation categories.

The four dutiable categories apply equally to donations

The same excise duty rules apply to donated goods as to any other import. If your donation pallet includes spirits above 30% alcohol, tobacco products, hydrocarbon oil, or methyl alcohol, excise duty will be assessed on those items regardless of the donation context. For most charitable donation pallets — clothing, household goods, books, food, medical supplies, equipment — none of these categories apply, and duty is zero.

Controlled and restricted items in donation pallets

Some goods in a donation pallet may require permits or licences from Hong Kong regulatory bodies, regardless of their duty status. These include:
Food products — regulated by the Centre for Food Safety at cfs.gov.hk (https://www.cfs.gov.hk/english/import/import.html). Certain food items, particularly meat, poultry, dairy, and eggs, require import licences.
Medical supplies and pharmaceutical items — regulated by the Department of Health. Medical equipment for charitable use may require prior notification.
Plants and plant products — require an import licence from the Agriculture, Fisheries and Conservation Department.

For most standard donation pallets — used clothing, books, household items, toys, and basic supplies — none of these restrictions apply, and the shipment clears straightforwardly with an accurate packing list and import declaration.
