The good news for anyone relocating: used personal belongings can usually enter Norway free of duty and VAT, provided it’s a genuine move rather than a shipment of new goods. The rules come straight from Norwegian Customs’ moving-goods guidance.

To qualify for the relief, you generally need to have lived abroad continuously for at least one year, to have owned and used the items during that time, and to be importing them in connection with your move — within a year of relocating. The value of the belongings doesn’t matter; what matters is that they’re yours and used.

The paperwork that makes this work is the Importation of Removal Goods Declaration, Form RD-0030E, signed by the owner of the goods, together with a passport copy and a detailed inventory in English or Norwegian. On the declaration, household effects are entered under commodity code 99050000. You’ll need a Norwegian identity number, D-number or, failing those, a TRK number from customs. If you can’t be present for clearance, we can act on a signed power of attorney so your bags aren’t held up. Mark the invoice “Used personal effects – not for resale”; note that brand-new items still in their packaging fall outside the exemption and may be taxed.
