Sending a gift
A genuine gift sent from one private person to another can clear free of VAT and duty when the declared value is NOK 1,000 or less (roughly $95). The parcel and its commercial invoice must be marked “Gift”, show the sender’s and receiver’s names, and carry an honest value — Tolletaten can and does check, so under-declaring to dodge VAT usually backfires. Above NOK 1,000, 25% import VAT applies to the portion over the threshold, plus any product-specific duty. Alcohol and tobacco never qualify as duty-free gifts.
Sending a product sample
Mark the invoice “Product sample – not for resale” and include an item description, the HS (commodity) code, the declared value, and the receiving company’s Norwegian organisation number (organisasjonsnummer) if it’s going to a business. Genuine samples of low value can qualify for duty relief, but 25% VAT may still be charged, and if the quantity or value looks like stock, customs will treat the box as a commercial import.
