How BTW applies: no exemption below €22
The Netherlands made a significant rule change on 1 July 2021: it eliminated the BTW exemption for small-value parcels. Before that date, parcels valued at €22 or less were exempt from BTW. Since July 2021, BTW of 21% (or the reduced 9% rate for eligible goods) applies to every single import regardless of value. There is no BTW threshold anymore. If you ship a gift box to the Netherlands worth €15, the recipient will still owe BTW on it — typically collected by the carrier before delivery.
The €150 customs duty threshold still applies (until 1 July 2026)
Customs duty (invoerrechten) is still waived for shipments valued at €150 or less. Above €150, duty applies at the applicable TARIC code rate — typically 0% to 12% for most consumer goods. For duty calculation in the Netherlands, only the value of the goods themselves counts toward the €150 threshold — not the shipping or insurance costs. However, BTW is calculated on the full customs value: goods plus shipping plus insurance plus any applicable duty.
The Netherlands’ €2 fee from 1 February 2026 (before the EU July 2026 change)
The Netherlands is introducing its own national €2 handling fee per declaration line for low-value imported consignments, planned to start on 1 February 2026. This fee is separate from the EU-wide €3 flat-rate customs charge that takes effect on 1 July 2026. In practice, from 1 February 2026, Dutch recipients of boxes from the USA will face both the carrier’s BTW collection process and an additional €2 fee per import declaration. How Douane and Dutch carriers handle BTW collection
For gift boxes shipped via air freight through Schiphol, the carrier’s Dutch customs agent files an import declaration and calculates the BTW due. The recipient is contacted by the carrier (PostNL, DHL, DPD, or another carrier) via an online payment link or a customs clearance notification before the box is released. PostNL is the Netherlands’ national postal service and handles a large proportion of low-value parcel customs clearance. Their customs information is at postnl.nl.

The Netherlands has two BTW rates: 21% (standard) and 9% (reduced). There is no zero rate for most goods, unlike some other EU countries. Knowing which rate applies to your gift box contents can make a meaningful difference to what the recipient pays.
The standard BTW rate of 21% applies to: clothing, electronics, cosmetics, toys, homewares, sporting goods, jewellery, alcohol (in addition to excise duties), and most general consumer products. For the majority of gift boxes from the USA, 21% is the applicable rate.
The reduced BTW rate of 9% applies to: most food products intended for human consumption, non-alcoholic beverages, books and magazines (including e-books and digital publications), pharmaceutical products, children’s clothing and footwear under a specific age and size threshold, and certain agricultural goods.
What this means for gift boxes:
A box of American packaged food — snacks, coffee, specialty foods — attracts 9% BTW on the food items rather than 21%. This is a significant reduction, particularly for high-value food gift boxes.
A box of books or magazines attracts 9% BTW, not 21%.
A box containing both food items and clothing: the food items are assessed at 9% and the clothing at 21%. For this to be applied correctly, the commercial invoice should clearly separate and identify the food items from the non-food items, with the category description noted per item.
Alcohol — note on excise duties: in addition to BTW at 21%, alcoholic drinks are subject to Dutch accijnzen (excise duties). The Dutch excise duty on spirits is high — among the highest in Western Europe. A bottle of spirits in a gift box will incur both 21% BTW and a significant excise duty on arrival.
