Irish customs is administered by Revenue — the Revenue Commissioners — at revenue.ie. Revenue applies EU customs law alongside Ireland’s own national VAT rules.

The €45 gift threshold and €150 customs duty exemption

For a gift box from the USA to Ireland to be fully exempt from customs duty and VAT, the standard EU private gift conditions must be met: the total declared value is €45 or less, the sender is a private individual, the recipient is a private individual, the gift is occasional and genuinely free of charge, and the contents are for personal use only.

If the declared value is above €45 and at or below €150: no customs duty, but Irish VAT of 23% applies to the full declared value.

If the declared value exceeds €150: both customs duty (at the applicable TARIC code rate for the goods) and Irish VAT of 23% apply to the full CIF value — cost of goods plus insurance plus freight.

Ireland’s VAT threshold: the €22 rule

Like Italy, Ireland also retains a separate lower VAT threshold for certain non-postal imports: the €22 VAT exemption for low-value non-postal goods. However, for most gift boxes shipped via air freight from the USA, this is less relevant in practice — commercial courier and freight shipments are assessed for VAT regardless of value once they are processed through the Automated Import System (AIS). The practical rule for most gift boxes from the USA to Ireland: VAT of 23% applies above €45.

1 July 2026: what changes for packages to Ireland

From 1 July 2026, the EU removes the €150 customs duty exemption and introduces a €3 flat-rate customs charge per package. An Post (anpost.com)will collect this on behalf of Revenue. Irish VAT of 23% continues to apply as before. This means all packages from the USA to Ireland — regardless of value — will incur a €3 charge from July 2026.

How Revenue and An Post handle VAT collection on gift boxes

For gift boxes shipped through standard postal channels via An Post, Revenue notifies the recipient and An Post collects the VAT due before delivering the box. For courier and air freight shipments — the method ExpediShip uses — the carrier’s Irish customs clearance agent files an import declaration through Ireland’s AIS (Automated Import System) and contacts the recipient with the VAT amount due before delivery.

Ireland has four VAT rates. The rate that applies to your gift box depends on what is inside it, and getting this right matters — the difference between 23% and 0% on the same package is significant.

The standard rate of 23% applies to: most general consumer goods, clothing, electronics, cosmetics, toys, alcohol (plus excise duties), jewellery, homewares, and sporting goods. For most gift boxes from the USA, 23% is the applicable VAT rate.

The reduced rate of 13.5% applies to: construction and renovation materials, certain fuels, agricultural supplies, and some other specific categories. This is unlikely to apply to typical personal gift boxes.

The reduced rate of 9% applies to: newspapers and other periodicals, certain digital publications, sporting facilities, and some hospitality services. If your gift box contains printed newspapers or magazines, the 9% rate may apply to those items.

The zero rate (0%) applies to: most food products suitable for human consumption, children’s clothing and footwear, books (physical), oral medicines, and certain medical equipment. This is the most important reduced rate for gift boxes from the USA. If your gift box is food-based — packaged American snacks, specialty coffee, tea, commercially processed foods — the zero rate applies to the food items rather than 23%. Similarly, if you are sending children’s clothes, physical books, or oral medicines, the 0% rate applies.

Ireland’s zero VAT rate on food and books is significantly more generous than France (5.5% food), Belgium (6% food), or the Netherlands (9% food). A care package of packaged American food sent to Ireland attracts 0% VAT on the food items, which is unique in the EU context.

Alcohol: important note

Alcohol does not benefit from any reduced or zero VAT rate in Ireland, and it is subject to Irish excise duty (alcohol products tax) in addition to 23% VAT. A bottle of American bourbon or spirits in a gift box will incur both 23% VAT and Irish excise duty on arrival. Irish businesses that are VAT-registered with Revenue can apply for Postponed VAT Accounting (PVA). Under PVA, instead of paying 23% import VAT at customs when a product sample shipment arrives, the VAT is reported in the company’s periodic VAT return and simultaneously deducted as input tax — meaning no cash needs to be paid at the border. This is Ireland’s equivalent of the Belgian ET 14000 and the Dutch Article 23, and it significantly improves cash flow for businesses that regularly import goods from the USA.
