Finland is an EU member state, which means goods arriving from the USA pass through EU customs and are subject to EU import rules. Finnish customs is administered by Tulli (Finnish Customs), and the official import information portal is tulli.fi/en. Finland applies EU customs law — including the €150 customs duty threshold — alongside its own national ALV (arvonlisävero — Finnish VAT), which has its own thresholds and rates that differ from many other EU countries.

The most important number for anyone shipping a box from the USA to Finland is 25.5%. The €45 ALV threshold for gifts — and why it works differently in practice

For a gift box from the USA to Finland to be exempt from both customs duty and ALV, the gift must be worth €45 or less. According to Tulli’s official guidance:

If the gift is worth €45 or less: no customs duty and no ALV. The gift can be received without any payment. This applies to genuine private gifts sent by an individual to an individual, declared as a gift, and not part of a commercial transaction.

If the gift is worth more than €45 but €150 or less: no customs duty, but Finnish ALV of 25.5% applies to the full declared value. The recipient pays ALV before the package is released.

If the gift is worth more than €150: both customs duty (at the applicable commodity code rate) and Finnish ALV of 25.5% apply to the full declared value including freight costs.

The difference from other EU countries: Finland’s €45 ALV gift threshold is the standard EU rule — the same threshold applies in Belgium, Germany, and Austria. What makes Finland stand out is its rate: 25.5% ALV on a gift valued at €80 means approximately €20 in tax for the recipient. In Germany, the same gift would incur 19% = approximately €15. The higher Finnish rate is simply the cost of shipping a gift to Finland.

The Åland Islands: a special case for gift boxes

The Åland Islands are an autonomous Swedish-speaking archipelago that belongs to Finland but sits outside the EU’s fiscal territory. This means that a gift box sent from the USA to mainland Finland and a gift box sent to an address in Mariehamn (Åland’s capital) follow different customs and ALV rules. Gift shipments to Åland must be declared separately, and the normal Finnish customs clearance process does not apply directly. How Finnish carriers handle ALV collection

For gift boxes shipped via air freight to Helsinki (Helsinki-Vantaa Airport, IATA code HEL), the carrier’s Finnish customs agent files an import declaration and calculates ALV due. The recipient is typically notified by the carrier — most commonly Posti (Finland’s national postal service) or a courier company — and asked to pay the ALV via an online link before delivery. If the parcel arrives through Posti, the recipient must also pay a Posti handling fee in addition to the ALV itself. Posti’s customs clearance service is at posti.fi. Finland’s ALV (arvonlisävero) was restructured as of 1 January 2025. There are now three rates:

The general rate of 25.5% applies to most goods: clothing, electronics, cosmetics, homewares, toys, sporting goods, jewellery, alcohol (in addition to excise duties), and most consumer products. For the vast majority of gift boxes from the USA, 25.5% is the applicable rate. This represents an increase from the previous 24% rate.

The reduced rate of 14% applies to: most food and drink products for human consumption (groceries, packaged foods, coffee, tea, non-alcoholic beverages), pharmaceutical products, books (both physical and digital), animal feed, and some other essential goods. If your gift box is primarily food-based — American snacks, packaged specialty foods, coffee, health supplements — the 14% rate applies to those items. For a food-heavy care package, this can mean significantly lower ALV than the 25.5% standard rate.

The reduced rate of 10% applies to: newspapers and periodicals and public broadcasting. This is unlikely to apply to typical gift box contents.

What this means when packing a mixed gift box:

If you’re sending a box that contains both clothing (25.5% ALV) and food items (14% ALV), listing each category separately on the commercial invoice — with the description “food product” or “clothing” clearly noted per item — gives the Finnish customs agent the information needed to apply the correct rate to each category. If the invoice only says “assorted goods” or “gift items,” the default 25.5% rate will likely be applied to everything.

Alcohol: always higher cost than it looks

In addition to 25.5% ALV, alcoholic beverages imported into Finland are subject to Finnish alkoholivero (alcohol excise duty). Finland’s alcohol excise rates are among the highest in Europe — significantly higher than Denmark or Sweden. A bottle of spirits in a gift box from the USA will incur both 25.5% ALV and a substantial excise duty on arrival.
