The €150 Customs Duty Threshold (Until 30 June 2026)

Under current EU rules, consignments from non-EU countries — including the USA — valued at €150 or less are exempt from customs duties. For most clothing, books, cosmetics, toys, and personal consumer products, the duty rate is low or zero, but the 20% Austrian MwSt still applies to the full taxable value once the €150 threshold is crossed.

Important: €150 is the customs duty threshold, not the MwSt threshold. Austrian MwSt of 20% applies to all goods imported from non-EU countries regardless of value. For shipments under €150, MwSt is typically handled by the carrier or collected at the point of sale if the sender uses the EU’s IOSS (Import One-Stop Shop) system. For shipments above €150, both customs duty and MwSt are collected by Austrian customs on delivery.

The €150 threshold is calculated on the intrinsic value of the goods — the cost of the items themselves, not including shipping or insurance costs.

What Changes on 1 July 2026

The EU is eliminating the €150 customs duty exemption from 1 July 2026. From that date, a simplified flat-rate customs charge of €3 per small package will apply to all consignments entering the EU from outside, regardless of value, during a transitional phase. Austrian MwSt (20%) continues to apply as before. This change was accelerated from an originally planned 2028 date and affects all gift boxes and product sample shipments from the USA to Austria. If your gift box is primarily food-based — packaged American snacks, specialty foods, coffee, tea, or non-alcoholic drinks — the taxable MwSt rate on those items may be 10% rather than 20%.

In practice, for a mixed gift box, the carrier will apply the standard 20% rate to the total declared value unless specific lower-rate items are clearly identified and separated in the commercial invoice. If your gift box is primarily food with a total value above €150, it is worth listing the food items separately and noting the applicable reduced rate.
